Construction Observer (Full-time, Central / Southern NJ Geographic Location)
Brief Description:
The Construction Observer will perform as directed by and under the supervision of Senior Construction Observer or Department Manager. In general, conduct observations of field work in progress, on-site to assist Engineer in determining if the project is proceeding in accordance with contract documents, perform field visits to confirm as-built conditions, as well as construction administration and completion of all necessary reports and documents. Must effectively communicate with Senior Construction Observer, Department Manager, or Project Engineer regularly. Must be knowledgeable of state and local regulations. Must have the ability to organize assigned work and develop effective work methods.
Examples of work/duties:
- Conduct on-site observations of the work in progress to assist the Engineer in determining if the work is proceeding in accordance with the Contract Documents.
- Document all on-site observations of construction progress, manpower, equipment and materials and any and all deficiencies on a Daily Inspection Report.
- Provide effective communication when items are unsatisfactory, faulty, defective, or in non-conformance with contract documents. Evaluates field construction conflicts through regular coordination with technical staff.
- Good communication skills necessary for interacting with and providing representation as required with public, clients and/or contractors.
- Review of work and effective communication when items are unsatisfactory, faulty, defective, or in non-conformance with contract documents.
- Acquires general knowledge of principles and practices of related fields, and ability to function on multidisciplinary teams.
- Prepares limited construction administration, including review of payment applications, change orders, field changes, and clarification and interpretation of contract documents.
- Exposure to ESRI’s Field Maps, Survey123, and Arc GIS Online interfaces and applications.
- Familiarity with GPS GNSS equipment and connection to mobile devices.
- Must be able and willing to work the hours necessary to meet the demands of dynamic project schedules and the timely completion of assigned project(s) (This could require night-time working hours to serve as normal daily working hours for project(s) having construction operations being performed during night-time hours).
- Knowledge of and strict adherence to all site safety requirements.
- Routine coordination with Project Manager(s) as required.
- Perform all other duties as assigned by the Department Manager.

Requirements (education, licensing, certifications, etc.):
- Possess a valid driver’s license.
- 3-8 years of related experience.
- High School Diploma required, but Degree in related field is preferred.
- Proficiency in Microsoft Excel, Word and Outlook.
- The ability to lift and carry up to 50 pounds.
- OSHA 10 and/or OSHA 30 or ability to obtain.
- Knowledgeable in a minimum of one or more of the following:
- Utility infrastructure improvement projects
- Watermain replacement projects
- Water and wastewater infrastructure processes, equipment, and construction
- Collection system replacement and rehabilitation projects, including CIPP lining
- Facility improvements including booster pump stations, lift stations, treatment plant work
- Sanitary sewer collection and treatment systems
- Storm sewer systems construction
- Municipal Engineering projects
