Business Analyst

Oregon State Treasury is recruiting for a newly created position of Business Analyst to help support our Banking and other Finance Division programs. This position is responsible for change management as well as business process mapping and evaluation activities aimed at our core business and technology systems supporting this critical statewide programs.
Work Schedule
This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's office in Salem. The schedule will be approximately 90+% time spent remote with a minimum of eight times per year in-office presence, spread over each quarter of the year.
Salary and Classification
The salary range for this position is $64,752-$99,504 annually. This is a full-time, permanent, SEIU represented position and is classified as an Operations and Policy Analyst 3.
Job Summary
- Facilitate the design and development of streamlined business processes and supporting computer information systems.
- Facilitates requirements and process analysis sessions with users, document analyses, studies, deliverables, and reports for business requirements necessary for successful implementation of eventual information technology projects.
- Conduct enterprise analysis. Identifies areas of potential program changes, identify program and policy impact on the agency, and determines what work processes must be modified or adopted to meet system change requirements.
- Conduct analyses and research to determine fiscal and workload impact to affected programs, assessing capability gaps.
- Develop implementation plans, including organizational change management plans. Prepare organizational readiness assessments.
- Develop business analysis plan for each project, including planning how requirements will be approached, traced and prioritized and defining and determining business analysis processes.
- Assess proposed business process or system solutions, including defining transition requirements, validation of solution and evaluation of solution performance.
- Assist project manager and team members with ongoing effectiveness of communication with respect to timing, approaches, relevancy, etc.
- Collaborate with management and key staff to create and modify business process flow diagrams as needed to document current Oregon State Treasury cash management program business flows and facilitate potential process changes and technology infrastructure replacement or refinement.
Minimum Qualifications for Our Position
- A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work; OR
- Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

- Experience with Microsoft Office Suite, especially with Outlook, Word, Excel, and Visio.
- Professional experience with banking or financial management systems preferred, but not required.
