Director of Maintenance

Salary Range: $110,000 - $120,000
The Director of Maintenance coordinates and oversees all maintenance activities in Operations. This includes planning, organizing and implementing functions associated with the daily and long-term operation and maintenance of HRT's bus fleet, light rail vehicles and systems, ferry, operational facilities, and non-revenue vehicles. The Director of Maintenance is responsible for the day to day operations of the Ferry Boats and all associated contracts. The Director will provide direction and support to multiple staff managers having responsibility over bus maintenance, rail vehicles, systems and track services, fleet support services, technical services, non-revenue vehicles, and operational facilities ensuring that department functions are adequate to meet internal/external customer needs. This position will work closely with the Director of Transportation, Chief Planning and Development Officer, Chief Engineering and Facilities Officer, Chief Information Officer/Chief Technology Officer and the Chief Safety Officer.
Essential Job Functions:

- Works to achieve departmental goals and objectives. Monitor progress towards established goals and reports results to the Chief Transit Operations Officer. Takes corrective action to achieve goals.
- Ensure sufficient vehicles are operational, serviced, and ready to meet daily service requirements.
- Implements quality control measures. Develops and monitors systems for compliance to maintenance procedures and safety rules. Monitors maintenance of HRT assets maintained by external contractors. Ensures that quality and safety are integrated into all aspects of subordinate responsibilities.
- Oversees Ferry boat management and operations. Ensures that Ferry Boats meet all local, state, and federal requirements. Oversees contractor to ensure that maintenance is properly performed. Evaluates/ approves all repairs and ensures proper funding and budget controls. Ensure that external customers have reliable and safe transportation.
- Takes on the overall responsibility for the maintenance and repair of essential HRT rolling stock modes and associated systems equipment. This includes but is not limited to the following: Buses, Railcars, Ferries, Non-revenue vehicles, Ticket Vending Machines, Fareboxes, Rail Data Communications, Bus/Rail Operations Control Center, Radio systems, Wi-Fi and CCTV, Rail Power and Train Control Systems, Track Services, Fiber Optic network, and Operational Facilities
- Evaluates and selects external consultants, contractors, and vendors based on project needs using various project procurement methodologies for companywide technical service projects.
- Manages the department budget. Supports the development of annual budget plans for programs, maintenance, capital project, equipment, and goals. Adjusts expenditure priorities as necessary. Prepares and manages annual budgets and ensures that expenses are kept within established parameters.
- Coordinates project activities with other internal departments to ensure their needs and expectations are met with regards to project designs, maintenance, and construction requirements. Initiates necessary changes if project criteria are not being met.
- Ensure that each department manager has activity plans, SOPs, budgets, and test plans as required by HRT and/or local, state or federal agencies
- Verifies that all stakeholders are satisfied with safety certification requirements.
- Ensures that quality and safety are integrated into all aspects of their responsibilities.
- Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
- Responsible for maintaining a general awareness of HRT’s EMS
- Responsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan
- Maintains a safe and healthy work environment, ensuring compliance with safety, security, cleanliness, environmental, and HAZMAT regulations.
Required Knowledge, Abilities, and Skills essential to Job Functions:
- Ability to communicate effectively in English both orally and in writing; must clearly and fluently speak and read the English language.
- Proven ability to effectively work with others in an operating and unionized environment.
- Knowledge of Operating, Maintenance and Safety Rules and Regulations pertaining to Bus, Rail, and Ferry Boat Operations
Required Software Knowledge and Skills essential to Job Functions:
Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Training and/or Education:
Bachelor's Degree in Business/Management. Technical Schooling and certifications
Required Experience:
A minimum of ten (10) years of progressively responsible experience in the management of Operating and Maintenance functions in a unionized transit or transportation system. A minimum of 10 (ten) years project or management and design or design management experience including budgeting, scheduling, change order implementation and contract management experience is required. Design or design management experience should include train signaling, traction power, vehicle procurements, RF/Data Communications, Control Centers, and/or other Technical Systems as they apply to transit operations. Ten (10) years progressively more responsible experience, with demonstrated competence in managing engineering projects and a technical staff, particularly Bus and Rail transit Operations, is preferred. Must be skilled in written communication -OR- an equivalent combination of relevant education and experience. [HRT reserves the right to determine the equivalencies of education and experience.]
Licenses or Certificates:
A valid Virginia Driver’s License.
Special Requirements:
- Ability to pass DOT physical examination.
- This position is classified as essential personnel.
- Must be able to pass federal government background screening process for local military installation access
