JOB RESPONSIBILITIES:
Position Overview: Seattle IT is recruiting for a Senior Project Manager with excellent leadership skills to manage various project efforts within the Enterprise Accela Program, the preferred Permitting, Licensing, Inspection, and Compliance solution for the City of Seattle.
Job Responsibilities:
- Deliver full scope of projects on time and within budget.
- Apply project management skills including direction, monitoring, and general oversight for project teams, vendors, contractors, consultants and staff.
- Develop detailed project plans containing a well-defined work breakdown structure, activities & tasks, dependencies, a resource-loaded schedule and resource plan.
- Utilizing a risk management workshop, identify project risks and maintain risk log with clear and manageable risk mitigation strategies with contingencies.
- Develop and maintain the procurement plan and track actual expenses and forecast for budgeting to meet financial reporting standards.
- Manage the vendor engagements, tracking deliverables to schedule.
- Define and document processes required for deployments including changes to operational business processes and operational support plans.
- Supervise execution activities such as monitoring and controlling overall plan and deliverables; report to stakeholders and management on status of schedule, cost, quality, change, risks & issues, readiness, and acceptance.
- Ensure business analysis activities demonstrate requirements are developed, maintained, and traced.
- Schedule and conduct Steering Committee meetings and all other key stakeholder meetings.
- Follow Citywide PMO processes, standards and Project Stage Gate reviews throughout the lifecycle of the project including system stabilization and project close out.
- Conduct project closeout activities including lessons learned, requirement/scope validations, schedule and budget performance, the handover to O&M (operations and maintenance), and closeout of all contracts and financial reporting.
QUALIFICATIONS:
NOTE: Equivalent combinations of education/experience/training will be considered for the required qualifications except where specifically noted.
Required Qualifications:
- BA or advanced degree relevant to Management Information Systems, Systems Development, Project Management, or equivalent alternative.
- Minimum of five (5) years' experience managing projects with increasingly responsibility, size, and complexity as reflected in the size of project, cost of the project, size of project team, depth and breadth of project manager role & responsibility, span of project impact (i.e., enterprise-wide, multi-departmental, or having a major market or external impact).
- Experience managing project budgets over $1M (including labor costs).
- Excellent written and oral communications skills and the ability to communicate effectively with technical teams, executives, business teams and external agencies.
- Excellent skills and ability to influence stakeholders, and drive decisions to closure; adept at moving executive and senior management to action.
- Strong analytical and critical thinking skills.
- Process oriented with strong attention to detail.
- Proficiency using Microsoft Project, Visio, SharePoint, and Office products.
- Demonstrated success working in a matrixed reporting structure.
- Excellent leadership and political awareness within a government/public environment.
Desired Qualifications:
- Project Management Professional (PMP) certification or Masters' degree with Project Management specialization.
- Agile project management methodology
- Experience writing request for proposal (RFPs) and working with third party vendors in the acquisition or development of solutions.
- Experience with procurement, contracting, negotiating vendor statements of work and managing vendor teams.
- Experience employing organizational change management practices within technology implementation projects.
NOTE: Employment contingent upon successful completion of comprehensive background investigation in compliance with Seattle's Fair Change Employment Ordinance SMC 14.17. Background investigation may include CJIS certification conducted under the purview of Seattle Police Department.
Special Conditions:
- Ability to work non-business hours.
- Ability to work On-call.
- Occasional travel to offsite facilities and remote locations may be necessary.
