Assistant HR Director
Bring your Human Resources knowledge and expertise to the City of Glendale! As a seasoned HR professional, you will provide highly complex staff assistance to the Human Resources & Risk Management Director in the management of a comprehensive human resources program. You will plan, organize, and direct the activities and staff in the areas of recruitment and selection, classification and compensation, and HRIS. In addition, you will provide guidance to staff in all areas of human resources.

The City of Glendale is offering a
$5,000 HIRING BONUS
for
Assistant Human Resources Director
Bonus to be paid as follows: $1,000 after 30 days of employment, $2,000 after 6 months of employment; $2,000 after completion of one year probation. You must be an active employee at the time the hiring bonus is scheduled to be paid to receive the bonus. Current regular status City of Glendale employees are not eligible for hiring bonuses.
ESSENTIAL FUNCTIONS:
- Plans, organizes and supervises the activities and staff in the areas of recruitment and selection, classification and compensation, and HRIS.
- Provides guidance to staff in all areas of human resources.
- Reviews and evaluates the effectiveness of human resources programs, activities. and systems.
- Develops and submits new or updated human resources policies and procedures to enhance organizational effectiveness.
- Provides guidance and expertise on human resources research projects and other studies.
- Provides accurate guidance on difficult human resources issues from federal and state agencies, City Council, senior management and department heads.
- May direct the investigation and implementation of suspensions, demotions, discharges and other disciplinary actions.
- Directs the Equal Employment Opportunity program to ensure non-discriminatory actions in hiring and promotion decisions.
- Monitors and advises the Human Resources & Risk Management Director on unusual human resources trends and issues.
- Meets with department heads, line managers, and employees to discuss human resources matters.
- Reviews and approves personnel actions.
- Acts as Human Resources & Risk Management Director in his/her absence.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS / SPECIAL REQUIREMENTS / SUCCESS FACTORS
Bachelor's degree in Business Administration, Public Administration, Human Resource Management or a related field. Five years of progressively responsible professional experience in public sector human resources administration, including two years of supervisory experience. Master's Degree preferred.
Knowledge of:
Techniques and objectives of a comprehensive human resource program
Principles and practices of human resources related to the public sector
Statistical concepts and methods used in personnel processes and transactions
Federal, State and Local employment laws and statutes and guidelines applicable to employee relations practices
Local government organization structure and staffing requirements.
Skill in:
Using a Human Resource Information Management System
Ability to:
Effectively supervise, train and develop staff.
Identify and respond to public, City Management and City Council issues and concerns. Communicate effectively verbally and in writing
Read and comprehend a variety of employment law source documents
Effectively administer related human resource programs
Establish and maintain effective working relationships with subordinates, superiors, and associates
Lead and manage the implementation of new HR systems or process improvement projects.
Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.
